Can assignment notifications be stopped for backloaded learning activity?

Our standard BAU process is to create offerings and then assign learners (or learners self-assign) prior to the offerings taking place.

However, occasionally we have use cases where the delivery has already taken place and the offerings and learner assignments then need to be added to Oracle retrospectively. When we do this, we do not want learners to receive any assignment notifications. We've had problems before where historic data loads have resulted in assignment notifications being sent out to learners, when the activity has already taken place.

Can alert triggers be amended to prevent this from happening, for example with some logic to the effect of "if learning record creation date is later than offering end date, don't send a notification?"
