The approval request is being approved instead of generating an error

We have configured approval rules for "Request a New Position" and "Request Position Change," and we have a total of four levels of approvers.

 If an approver at any level is unavailable, the system skips that level and proceeds to the next level, considering the request as approved. Ideally, the system should generate an error instead of skipping the level.

Does anyone know how we can configure the system so that it does not skip that level and instead throws an error?
