Load Rehire through HDL

Summary:

We have requirement as loading new hire & rehire through HDL. We are able to load new hire data and its reflecting on Pending Worker page to get convert into employee.
But how to handle Rehire data? Even though the Rehire data gets loaded through HDL, how businessperson/HR person will get to know that Rehire case is waiting for action in system? and where HR person should go to take action? on pending worker or in person management page?
