Fetching Shipment information before Ship confirm

Summary:

So I have a requirement where I need to screen a shipment via a third party tool before having it is pick confirmed and ship confirmed. Currently I am planning a BIP report to do this. Is there an event which I can subscribe to which would fetch details about a shipment right after a pickwave is created or before it is ship confirmed

using version 3 of OIC
