Purchasing Approval

Hi,

We have a requirement where 2 person have to approve in the same Approval group.

Eg
Approval Group A
User1
User2
User3
User4

We have 2 stage approval with the same approval group
If user1 approve in the first stage the user2,3,4 should be able to approve in the second stage
If user2 approve in the first stage the user1,3,4 should be able to approve in the second stage likewise


We tried creating 2 stages with first responder wins but the PO gets approved in the first stage and skip the second stage as a system expected behavior

what's the solution we can get to capture our requirement
