Intercompany project cross-charge cost problem

There's an intercompany project cross-charge cost scenario below:
1. There're 2 labor rate tables (internal and external). Internal rate means an employee from company A charges timesheet in Company A’s project. External rate means an employee from company A charges timesheet in Company B’s project, in which the rate is 8% markup of internal rate.

2. For example, Internal rate and external rate of Grade 1 employee are $1000 and $1080 respectively. When an employee from company A charges timecard in Company B’s project, $1080 project cost should be captured in the project in Oracle PPM when import cost. We have tried the intercompany project contract function (cross charge, transfer price) but the project cost can only capture $1000, instead of $1080. Is that normal? If there has any alternative method to generate $1080 when employee from company A charges timecard in Company B’s project?
