Learners in analysis criteria are not been assigned training course

We have 7 employees who are not been assigned heir training correctly from an analysis criteria report that they are included in and is working for over 1800 other employees

Our Data Protection annual refresher course has been to the business and is working correctly for over 1800 employees. There are 7 employees that it has not worked correctly for. We have checked and they are all showing in the analysis criteria report being used in the Required Initiative.
Everyone had their training records migrated as part of our go-live and have had their renewals correctly created but for these 7 employees they do not have a "No Active Offering Line" created - see below
