Is it necessary to use Configurator for seeing TIAs at the time of creating Sales Orders?

We have created an ATO model with option classes and optional items. TIAs are set up in the item class and all applications were selected in the Application Scope. But we are unable to see the TIAs at the time of creating sales orders. However, we are able to see the TIAs when creating Applicability Rules for Option Dependent Operations in Work Definitions (Manufacturing).

Is it necessary to use Configurator Models to see the TIAs at the time of order entry, as stated in the below document?
