Is there a debugging instance available to connect to Database to run SQL queries to test?

Summary: I have a custom report which now is taking over 6 minutes to run and generate the report which earlier used to take around 3 minutes. The technical team wants to know if there is a provision for a debugging instance or tool which can connect to database of ARCS and run the query to figure out the issue for the long delay.
