Waitlist alert not working

We have created an alert, when learning status goes to waitlist then it should trigger. here is the simple criteria. However, the alert is not triggering.

am i missing anything? Template is active and there are data which supposed to be picked and available in WLF_ASSIGNMENT_RECORDS_F
