Security for Funds Reserve menu item?

I am wondering how we can view and modify security on the Funds Reserve menu item in the Revision Management action menu.

I've tried a few different things, but nothing has worked so far. I can't seem to find the corresponding rule for the action menu in the newer Rules UI (nor is it set to any business rule at all). I can find it in the old UI (going to Create and Manage > Rules Security) and set security there, but it doesn't seem to affect anything.

Is this all because this is something being managed on the Oracle backend now, or am I just missing something?
