Do we need User.dat to be loaded for creating User account

Relevance of User.dat file load through HDL to create User account, when we have User Account Creation Option set to Both person and party users

We are loading employee record to Oracle via HDL User.dat file.
Below is the taxonomy of the User.dat file:

In the Manage Enterprise HCM Information task has the below setup done.
There are 2 questions:
