Transactions with non-payroll start date goes to Auto Recovery

Hello,

We are facing issues with Promote and Transfer Workflow Approvals. When HR does a past dated or with a non payroll Start Date transaction from Quick Action, the workflow status goes to Auto Recovery. In Approval History it shows Approved by Workflow System but it is in Auto Recovery status and never goes in completed status.
