Business Unit not showing on Configuration Owner LOV under Manage Taxes

Hi,

I've created new business units, but when I trying to create taxes in Manage Taxes, the Business Unit not showing on Configuration Owner LOV.

I've create new business unit before and it's showed on Configuration Owner LOV with the same setup.

Would you help me identify what's wrong, is there any step that I missed or something?
