How to prevent a manually assigned absence plan being assigned to anyone other than those you want?

Summary: I created an absence plan that will be manually assigned and with the balance entered via an adjustment. I did not assign an eligibility profile on the plan setup, however, when I run the update eligibility for all absence plans process, the absence plan is assigned to all employees. Is there a way to prevent this than other than excluding this other than setting up the update job to run individually for all plans, without a specific job for this plan?
