Receiving POs at non-acute healthcare locations

As a healthcare company, we create POs that ship directly to non-acute locations, thus bypassing a receiving dock and any Supply Chain personnel to receive the order systematically when it delivers. These POs are for Goods, so we do not want to rely on a 2-way match, rather we'd like to keep them at 3-way match. How are other Oracle clients systematically receiving PO lines that ship direct to the requester?
