Is there a way to use HDL to load skills onto courses?

Summary:

We need to know if we can use HDL to load skills onto courses. We know there is a way to allow AI to recommend skills for courses and then use "Advisor Processes" to "download and update". However, we are using LinkedIn Learning and would like to load all the skills LinkedIn learning has already identified for each course.
