Can we use EDQ to manually create a supplier from an existing customer party?

Summary:

If a customer has a TaxPayerId, we cannot then manually create a supplier party with the same TaxPayerId.

We know we can use the Supplier Import to create a supplier relationship to the customer party that has the TaxPayerId.

Can Enterprise Data Quality allow us to manually create a supplier relationship to the customer party?
