Cost Budget showing 0.00 in the 'Manage Project Budget' and 'View Budget' screen.

The Cost Budget is displaying as 0.00 in both the 'Manage Project Budget' and 'View Budget' screens for projects created via the API. The Raw Costs are populated correctly in the View Budget screen.
