FCCS Approvals locking fails (not locked for previous period): there is no prior period assigned

Summary:

At one of our customers we are having an issue locking the LE3+9 scenario for FY24, which is the first year we are using this scenario.
The scenario gets it's opening balance from scenario Actual (using scenario override) and FY23 Actuals are completely locked.

We are now trying to approve/lock all approval units for LE3+9 / Jan-Dec / FY24 (which is the first year we have assigned the approval unit.

When trying to lock the entity, it will state "Failed: Entity or its descendants not locked for previous period".

Our first question is: is FCC looking at the Actual scenario as Previous Period? (that is definitely closed).
