How to create prior period time cards? Page is blank

Summary:

We have opened up dates in Worker Time Entry Profiles so that we can create and edit prior period time cards, however when I do this for the HCM Group (as Time and Labour Admin), the page opens up blank for the employee and I cannot select a date.

We currently only allow time cards to be created for the current pay and go forward, however there are times were admins need to edit prior period time cards.
