Rehire error: You need to enter an effective end date that's before the effective end date

Hello,
Trying to convert a pending worker to an employee and getting the following error:
You need to enter an effective end date that's before the effective end date of the next record. (HRC-1035095) Another record exists with an effective end date of 12/31/12 12:00 AM.
This is a rehire. I do not see anything particularly unusual about the data for this person. However, I cannot seem to get past this error.
