Summary:

Need to upload the link in OLC as a course (web Link) and learner will complete the training course in Partner portal and will receive the certificate and then learner need to upload this certificate to OLC and Manager needs to validate this certificate and once validated, Learner completion status should be marked as Completed.

How can we achieve this requirement.
