How to include multiple cross-docking into itinerary

Summary:

When shipments are generated, OTM is generating options to go via only one cross-dock per itinerary. We have multiple cross-docks in Europe and we want to allow orders to go via multiple cross-docks.

To allow orders via multiple cross-docks we tried to create itineraries with multiple legs. example: leg 1 is from source with multistop to cross-dock A. Leg 2 is consolidating multiple orders on a linehaul from cross-dock A to cross-dock B. Leg 3 is from cross-dock B with multistop to destination.
Currently, OTM is selecting only single cross-docking and therefore missing opportunities to consolidate and de-consolidate at cross-docks.
