Visual Studio Custom Role

Hi Experts,

I want to give developer level access to users in VBS so that they can't create new projects or do other admin activities in VBS but they can have full admin access in HCM environment. When I grant them Human Capital Management Application Administrator or Application Administrator role, they become admin in VBS as well which I don't want.

Currently as per Oracle docs it is straightforward that App Developer role makes you developer in VBS and App Admin role makes you Admin in VBS. I want user to become Admin in HCM environment and developer in VBS.
