Project labor accounting by project status

Dear Experts,

Is there a way to derive accounting for project labor costs and expenses by project status. If a project is in proposal (which is Draft) system status, we want costs to hit account 1 and if the project moved to active status, then from there costs need to account2. Please advise on how to fulfill this requirement. Thank you.
