Not able to add multiple roles for a user on the User creation page

Summary:

Requirement is like, Our user wants to assign multiple user roles to a single user from user creation page only rather going to User roles page and assign users to other roles

basically we need to configure a drop down of User roles on user creation page so that user can select multiple user roles for a single user
