Disciplinary action Functionality

We are looking for a workaround for storing disciplinary actions of an employee within Oracle Core HR module as per below mentioned required.

Disciplinary actions are added to the employee by the HR along with some attachments. The employee & his manager should only have the view access of the data entered of the disciplinary action but the attachment should not be visible. Additionally, the status of the disciplinary action should not be editable once it reaches to the end i.e. Status=Completed.

We were thinking of talent profile section to handle this request but only the 'the status of the disciplinary action should not be editable once it reaches to the end i.e. Status=Completed' condition is not possible in talent profile.
