Global Transfer Error - No Original Assignment number

There's a few layers to this one. To start, this person we're trying to globally transfer never had an 'original' assignment number. At implementation, they came over from the previous HCM system with E123456-2. When trying to GT, we're getting the following error: The employment terms number already exists. Enter a unique employment terms number. (PER-1530364). I've seen some documentation, and other CCC posts about this error, but not with a resolution that will fit our issue.

Another layer is that we thought we could use an HDL, as I was given a template that I was told was used previously for this exact issue, but we are transferring from a Legal Employer that does not use Employment Contracts, to one that does. So, I'm getting an error with the HDL that says
