I don't see our existing project in our lower environment now with VBS instance

Summary:

After 24C, VBS now exists in all lower environments. We are noticing though that the lower environments do not have our existing Project and when I try to create a new project with the same name it says it already exists. Is there some process that needs to be run or some setup we are missing to get these in sync?
