Need to show people who are Missing Feedback

Hi Oracle Experts!

I’m looking for some help on a custom report. As part of a routine audit, our HRBPs check to make sure that managers have left feedback for their directs each quarter. We need our report to look a little like this.

Where total rows (in my example that’s 800) either equal the current headcount of the department, or historical headcount for that quarter. (Can make a case for either, just need something there.)

Content (please ensure you mask any confidential information):

Using the Workforce Profiles – Feedback Notes Recipient Real time subject area, the “Has Manager Feedback” row populates correctly but I cannot get the “Missing Manager Feedback” group to populate correctly. That row only displays people who have non-manager notes because people who are completely without any notes are, unfortunately, completely excluded from the counts for that quarter. (See example A.)
