In Eloqua's Data Import Priority Rules, what does "Eloqua Report" mean?

What does "Eloqua Report" refer to in the data import priority rules? I can't understand how a "report" has anything to do with data updates. The underlying situation is that I have an update rule that sets utm_medium and utm_source to standard values for leads that come into Eloqua from a particular source via the API and sometimes the rule seems to be ignored - I'm guessing due to data import priority rules. So I'm looking for a means of giving Eloqua pprograms or campaigns or Data Update Rules called by programs or campaigns higher priority.
