Error when trying to enroll an employee to an absence plan

Error received: You cannot enroll an employee into an absence plan before hire date or later than or equal to termination date. (ANC-3405046)
The employee is not terminated and the hire date is not before the plan start date.
Ex. Hire date is in 2005 and the plan start date is 2024.
