Can i cartonize more than the Shipped QTY of an IBshipment?

Summary:

let say i have one Ibshipment with Shipped Qty of 64 and i go to IBshipment detail screen to start cartonizing to generate LPN numbers, but it need to cartonize for 2 LPN with 64 Units each.

currently i'm getting an error: Cannot assign more items than are available
is there any policy i can adjust to allow this?
