Application Role Assignment issue

Summary:

We have created the below policy to manage users in the tenancy

Allow group 'Domain_NAME/'Group_Name' to manage users in tenancy

Allow group 'Domain_NAME/'Group_Name' to use groups in tenancy

Allow group 'Domain_NAME/'Group_Name' to use domain in tenancy

Allow group 'Domain_NAME/'Group_Name' to read Compartments in tenancy

After login into OCI console, this policy is allowing to create/update/delete user, Assign Groups to a user but not allowing to provide access on Application Roles. As soon you assign a role i.e Power User to any user it's giving me the below error.
