Team Skills Center: Appears Managers can assign skills to job role

Summary:

Hello,

During testing, I noticed that a line manager can search for a job in the system and attempt to assign a skill to a job role. However, after running the propagate dynamic skills scheduled process, the skill doesn't appear anywhere.

We don't want the manager to have this capability. Is there a way to hide the search function on the Teams Skill Center page?
