Create System Options

working on 24B oracle cloud, we are in the process to setup a new business unit for Lease Accounting.

Navigate Setup and Maintenance > Financials > Lease Accouting > Manage Lease Accounting Configuration

Then in Create System Options, the Business Unit is not listed, not found yet, what could be the reason? does it depends on Payables setup?
