Resignation approval notification should route to either L1 manager or L2 manager

Summary:

We have a requirement, where when an employee applies for resignation, the approval notification should go to L1 manager and L2 manager together and anyone of them can claim and approve. We cannot use management hierarchy as we don't need 2 level of approvers, only one should be able to approve.

I tried to use deadline feature from BPM so that we can escalate to 1 level , but it is affecting other geographies. We need this change for one particular geography.

Please let us know if this is feasible ?
