Create Maintenance Work Order from Inspection Plan Action Rule

Need to create a maintenance work order from inspection plan as per following:

1. Insert condition = Any characteristic is out of specification.
2. Insert action = Create a maintenance work order with the proper work order type, sub-type, work definition and priority.
3. Create inspection plan for asset and insert result out of specification but no maintenance work order created automatically.
