New segment is not available in Control Budget Structure

Summary:

I created a new segment Area only for using in Budgetary Control (different from the existing 6 segments used in GL and Budgetary Control). I deployed the new structure and instance for Budgetary Control including this new segment.

Then I ran 2 processes Rebuild Control Budget Dimension and Rebuild Budget Chart of Accounts Dimension.

Finally I tried to create a new control budget to include the 6 existing budget segments and the new one Area, but this new segment is not displayed in the Control Budget Structure. Am I missing something?

Budgetary Control is already being used since 3 years ago. Now, we want to add a new segment to the Control Budget Structure, for a new control budget.
