View Approval History on Budgets is greyed out

Summary:

Up until recently, a customer was able to View Approval History on PPM Budgets. However, they are now not able to select the View Approval History button (it is greyed out). Would there be any reason other than a permissions change that users can no longer select View Approval History on PPM Project Budgets?
