Alerts Composer: Voluntary Learning: Null Value for Assigner Comments at offering level

Summary:

When running a custom alert that triggers when voluntary assignments are assigned to learners we have a field showing the note from the assigner.
When assigning a voluntary training at the course level the note is coming in correctly but when the assignment is done at the offering level it shows as null. I have attempted to use an if/else statement but both values show up whether the value is null or not.
