capture fixed scrap in manufacturing Operation

Summary:

We have a requirement for a Flexibale packaging company to setup a fixed scrap whenever machine is going to start. To run a work order, for machine setup purpose some scrap is genarated at intial level. This scrap factor will apply all of the component item at fixed basic. Note, they have operation scrap which we can able to capture through yield factor in Item structure level.

Business want to capture this fixed scrap percentage for every work order. so that applicaiton will suggest material requirement based on (planned qty + operation scrap + Fixed scrap). This total requirment will to WO and later on used for costing purpose.
