Project Forecast Actuals not displayed

When creating a Project Forecast using the options Generate from Another Source and Copy from Another Source, the actuals are not displaying.

The other source is the Project Budget and the budget itself does not have the resource against the task and hence the actual is not displayed on the budget.

However, when we copy it across then add the resource, then refresh actuals and run Update Project Performance data, the actuals are still not displaying against the task and resource on the forecast.

Is this standard behavior? We have recommended the client create the forecast manually, but it requires a lot of manual work to add all the resources against the tasks.
