Summary:

two additional rules that tie to inactivation / reactivation.

WHEN the Item Status is changed to = Inactive, the Legacy Indicator should be set to = YES. < yes a legacy item >

WHEN the Item Status is changed to = Active, the Legacy Indicator should be set to = NO. < not a legacy item >

We need the ability to manually adjust the Legacy Indicator value under special circumstances, so please do not lock down the values when adjusting the rules.
