change order approvals

Summary:

We've implemented PO approvals based on backing requisition. All the PO
lines should have req line to be auto approved. If not, it will go for
approval.

Now we're having issues with change order. When a
change order is submitted, newly added line has req but the existing PO
lines doesn't have it. So its routing for approval. I need guidance to
make sure approvals work only for change order submitted PO lines (not
for the old one).
