Does Addition of new Key Customer need purge of History and reload?

Summary:

An year back or so, we received an update from Oracle support saying that "If there is any change/addition of new key customers (a non-key customer becomes a key customer or vice-versa), then all Collected data needs to be purged and reloaded. This is primarily the history but can also include other measures that are loaded via FBDI."

I feel this is a bug. How many of you think it is a bug?
