Cost Elements missing in Transfer Charge Rule page but list in Manage Cost Elements page

SCM user with Supply Chain Application Administrator and customized Cost Accountant roles is trying to edit an existing Transfer Charge Rule Set Name by adding Cost Elements. Nothing displays in drop down, see below

Access- Oracle>Navigator>Supply Chain Execution>Cost Accounting, and then select the Tasks button and the Manage Transfer Charge Rule Sets function, then select the Actions ellipsis option to select Manage Rules on the test rule previously set, Create button, Fill Source Org, and Destination Org, +Add

Cost Element and Cost Element Set list in Manage Cost Elements, see below

Access - Oracle>Navigator>Others>Setup and Maintenance, select the Manufacturing and Supply Chain Materials Management module, then the Cost Accounting Functional Area on the left-side menu, and then select Manage Cost Elements
