No data in per_person_type_usages_f while loading UK employee through Worker.dat HDL

Hi all,

I am trying to hire a UK employee through HDL. I have gone through various samples of Worker.dat from oracle documentation and other forums. But I am missing something very basic here.
Import and Load through Data Loader completes successfully. I ran Update Person Search Keywords. But still employee is not visible in front end.
On further investigation, I see that data is inserted into important tables like per_all_people_f , per_all_assignments_m,per_periods_of_service.
But there is no record in per_person_type_usages_f for this person_id
