Locators - Limitations and Performance

Summary:

we are implementing Oracle Cloud End to End.
Business has a requirement to configure thousands of locators (nearly 10000 -20000 locators under one sub inventory)
Inv orgs are around 150 and each org would have at least 5-8 sub inventories.

Please confirm on below -
1. Is there any limitation on number of locators.
2. Any recommendation from Oracle on the limit.
3. What would be the impact on performance.
